Côte d'Ivoire : le minier et le pétrolier se préparent pour 2025

The Minister of Mines, Petroleum and Energy, Mamadou Sangafowa-Coulibaly, has announced that the year 2025 will be marked by major sectoral reforms and an acceleration of major infrastructure projects. This statement was made at the New Year's Eve ceremony in Abidjan on Friday 31 January 2025.

As part of the drive to transform the sector, 2025 will see the finalisation of the mining code and the revision of the petroleum code. The Minister also announced the complete dematerialisation of the mining cadastre and the introduction of an oil cadastre, making it easier to attract investment and ensuring transparency in the granting of operating licences.

In addition, the economic models of the structures under supervision will be rethought in order to optimise the management of the country's natural resources. The aim of these reforms is to ensure sustainable growth in the mining and oil sectors, while guaranteeing a more attractive framework for investors.

Electrification of the country is on track to reach an all-time high. Currently, 98% of localities in Côte d'Ivoire are electrified, a major advance compared with one in three in 2011. The minister reaffirmed the government's commitment to achieving universal access to electricity by the end of 2025, ahead of the target set for 2030.

The boom in the Ivorian extractive sector is unprecedented. In the space of a decade :

  • Gold production has quadrupled,
  • Manganese production has increased 30-fold,
  • The country has become a leading nickel producer.

With new world-class mining discoveries, Côte d'Ivoire's mining output is set to double by 2030.

In the oil and gas sector, the forecasts are just as promising: oil and gas production could increase tenfold by 2030, thanks to the development of new fields and growing operational performance.

The Minister praised the results achieved in 2024 and encouraged those involved in the sector to redouble their efforts to consolidate these gains. He also congratulated his colleagues on the success of the Salon International des Ressources Extractives et Énergétiques (SIREXE), a key event for promoting investment in the country's mining and energy industries.

Finally, he pointed out that 2023 would be a year of action, 2024 a year of good governance and values, and that 2025 would mark a decisive new stage in the transformation of Côte d'Ivoire's extractive sector.
