The Journées Pétrole 2025 to be held in Dubai from 28 to 31 May

3M-Partners & Conseils is organising the third edition of the Journées Pétrole from 28 to 31 May 2025 in Dubai around the theme: "Negotiating and monitoring the Production Sharing Contract (PSC)".

This edition will focus on two fundamental pillars for the success of the Production Sharing Contract (PSC): negotiation and monitoring. Negotiation determines the terms of the contracts and their ability to generate sustainable benefits for national economies. Monitoring, meanwhile, ensures that commitments made are honoured and that the expected benefits are fully realised.

The CPP is an essential legal contract used in many sub-Saharan African countries. Its mastery offers state authorities a wide range of legal, technical, financial and environmental options. To meet these challenges, the Petroleum Days were initiated two years ago. The last edition brought together 105 participants from seven African countries, representing 21 administrations.

This third edition will welcome hundreds of participants from several African countries and representing various entities directly or indirectly involved in the CPP, including ;

  • Officials and managers from the Ministries of Oil and Gas, Economy, Finance, Environment and Employment;
  • The managers of the entities under supervision, in particular the General Directorate of Hydrocarbons, Taxes, Customs, Treasury and Public Accounting, as well as the national oil companies;
  • The relevant parliamentary committees ;
  • Sub-regional organisations ;
  • Contractors in the oil and gas sector.

Over three days, eight sub-themes will be developed, divided equally between negotiation and follow-up:

  1. Major economic and fiscal conditions ;
  2. Key elements of the legal and regulatory framework ;
  3. Technical data and commitments ;
  4. Environmental and social commitments ;
  5. Monitoring and controlling oil costs ;
  6. Technical inspections and other checks ;
  7. The benefits and challenges of association audits ;
  8. The financing of control missions.

This year, Oil Days will have the honour of welcoming S&P Global, a world leader in market analysis. Its recognised expertise in risk assessment, contract modelling and the optimisation of monitoring processes will provide an international perspective and innovative tools enabling African administrations to take better control of data management.
