Mr Thierno Seydou Ly is a product of his homeland, and more precisely of the Lycée Seydina Limamoulaye in Guédiawaye, where he won the general mathematics competition. He then continued his academic career in the land of Marianne, where he graduated from the prestigious Ecole Polytechnique de PARIS (X) and also obtained an engineering degree from the Institut Français du Pétrole (IFP School). He then accumulated a wealth of experience within the TotalEnergies group, where he held various strategic positions throughout Africa and the Middle East. His multidisciplinary expertise, combining oil, gas, petroleum economics and reservoir engineering, gives him a global vision of energy issues.
L’année 2018 marque son retour au pays pour occuper le poste de Conseiller Technique auprès du Ministre du Pétrole et des Énergies de l’époque. En mai 2022, Monsieur Thierno Seydou LY prenait les rênes de PETROSEN E&P, une société alors au bord de la faillite, souffrant d’une organisation loin d’être efficiente.
Son arrivée a marqué le début d’une transformation profonde qui a permis de redresser l’entreprise en mettant en place des procédures alignées sur les standards internationaux de l’industrie pétrolière et gazière.

Dès son arrivée, M. LY a initié une stratégie de redressement axée sur l’assainissement des comptes et la structuration d’une organisation capable de répondre aux défis de l’exploitation pétrolière et gazière. Des standards rigoureux ont été introduits, garantissant une gestion de projet plus efficace et conforme aux meilleures pratiques de l’industrie.
Un des piliers de cette transformation a été le renforcement des ressources humaines. PETROSEN E&P a recruté des profils de haut niveau et a intensifié la montée en compétence de son personnel technique. Cette dynamique a conduit à une meilleure gestion des projets et un contrôle accru des coûts, contribuant à l’amélioration de la performance globale de l’entreprise.

Conscient de l’importance de la visibilité pour attirer les investisseurs, PETROSEN E&P a renforcé sa participation à des événements internationaux majeurs. Cette démarche a favorisé la mise en valeur du potentiel du bassin sénégalais et a permis d’atteindre des records en matière d’organisation de datarooms et de ventes de données multi-clients, attestant de l’intérêt croissant des investisseurs pour le Sénégal.
Strategic projects successfully completed
Grâce à un suivi méthodique, PETROSEN E&P a atteint des jalons importants, notamment le « first oil » sur le champ de Sangomar et l’ouverture du premier puits de gaz sur le projet GTA. Ces réalisations témoignent d’une gestion rigoureuse et d’un suivi efficace des projets, garantissant ainsi la maximisation des revenus pour le Sénégal tout en préservant les intérêts nationaux et en favorisant le contenu local.
Petrofac, a specialist oilfield services company, recently signed a four-year contract with BP to provide operational services for the Greater Tortue Ahmeyim (GTA) natural gas project, located between Mauritania and Senegal.
Reinforced management of the Yakaar-Teranga project
Following Bp's exit from the Yakaar-Teranga project, PETROSEN increased its stake and strengthened its management role. Under Mr LY's leadership, governance mechanisms have been put in place, including a right of veto and stricter cost control measures, ensuring better control of financial risks while enabling the transfer of skills and technologies to Senegalese employees. This initiative positions PETROSEN as a key future operator in the Senegalese basin.
