SENEGAL: Revision of the oil and gas codes in preparation for the MSGBC 2025 conference

Senegal's Minister of Energy and Mines, Birame Souleye Diop, has announced an imminent revision of Senegal's oil and gas codes. This initiative is part of the run-up to the MSGBC Oil, Gas & Power 2025 conference, scheduled for 9 and 10 December in Dakar.

Minister Diop emphasised that the aim of this revision is to modernise the regulatory framework of Senegal's energy sector. "Senegal is currently reviewing all its codes, as well as developments in the electricity sector, in order to create a framework conducive to industrialisation," he said. The priorities of this reform include transparency, promotion of local content and better redistribution of oil and gas revenues for the benefit of Senegalese citizens.

This announcement comes at a time when Senegal is seeking to optimise the exploitation of its natural resources, notably with recent developments in oil and gas fields such as Sangomar and Greater Tortue Ahmeyim (GTA). These projects, supported by international partnerships, position the country as a key player in the energy sector in West Africa.

Lamin Camara, Permanent Secretary of the Gambian Ministry of Petroleum and Energy, took the opportunity to announce that his country is in the final stages of negotiations for the award of oil well licences. "Between now and the MSGBC conference, we will be in a position to announce the signing of licences for our oil wells", he said, adding that the discussions were at an advanced stage and should be concluded before the December 2025 event.

The MSGBC Oil, Gas & Power 2025 conference, to be held in Dakar, is set to be a strategic meeting for energy industry players from the MSGBC region (Mauritania, Senegal, Gambia, Guinea-Bissau and Guinea-Conakry). It will provide a platform to discuss investment opportunities, technological advances and energy policies aimed at maximising the socio-economic benefits of natural resources.

These announcements demonstrate the commitment of the countries in the region to strengthening their energy governance and harnessing their resources to stimulate economic and industrial development, while emphasising transparency and local inclusion.
