I am Me Hamidou Dramé, lawyer at the bar of Guinea, partner at Guilex Avocats, a business law firm specialized in mining and energy law. I am Vice President of the Organizing Committee of the African Mining and Energy Law Weekend (WADME) which will take place in Conakry from 28 to 30 April 2023 at the Primus Kaloum Hotel.

WADME is the annual event that brings together legal professionals, decision-makers and investors in the mining and energy sector in Africa to dialogue and propose solutions to the major legal issues related to the research, development and exploitation of mining and energy resources (renewable and fossil) of the African continent.

L’événement se déroule sur trois (3) jours et comprend une série de conférences, des ateliers de formations et une visite d’un site minier animés par des spécialistes et experts de renom, ainsi que des opportunités de networking pour les participants (autorités ministérielles, directeurs généraux, directeurs juridiques, avocats, juristes, consultants, universitaires et aux autres professionnels du secteur minier et de l’énergie en Afrique).

The WADME is organized by the Institut de Formation et d'Expertise Juridique in collaboration with the Barreau de Guinée. WADME is supported by several organizations including the Chamber of Mines of Guinea and the African Legal Support Facility (ALSF).

Qu’est ce qui fait du WADME un évènement unique en Afrique ?

Le WADME est un évènement unique pour trois (3) raisons : premièrement c’est le seul évènement en Afrique qui met exclusivement l’accent sur les problématiques juridiques liées aux secteurs des mines et de l’énergie en Afrique ; deuxièment : le WADME offre un espace de rencontres et de formations pratiques pour les professionnels de droit en Afrique en compagnie des décideurs économiques et politiques pour mieux comprendre et conseillers leurs clients et employeurs dans les transactions et contentieux liés aux secteurs des mines et de l’énergie ; troisièmement : le WADME est aussi un cadre de plaidoyer, de sensibilisation et de coopération pour la prise en compte de l’expertise africaine dans la gestion des ressources naturelles en Afrique et la création de collaborations et synergies entre acteurs basés en Afrique et acteurs hors du continent qui travaillent sur les projets africains liés aux mines et à l’énergie.

Quelles sont les thématiques qui seront abordées lors de cette édition WADME ?

During the 2023 edition of the WADME, which will take place from April 28 to 30 in Conakry, panelists and participants will debate and learn about topics related to local content, power purchase agreements, mining and oil taxation, governance of state-owned companies in mining and energy, infrastructure sharing labor law in the mining and hydrocarbon sector, procedures for granting and withdrawing mining and petroleum titles, farm-out and joint venture contracts, management of local communities and respect for human rights, and arbitration of mining disputes with a focus on issues related to corruption and environmental protection.

A visit to a mining site in Boffa is also scheduled for 3^th day of the event to allow participants to go into the field and get a complete and practical view of mining projects.

Quels sont les résultats attenuds à la fin du WADME ?

Among the expected results, there is already the creation of a network of actors and collaborations between specialists in mining and energy law in Africa. Then, an e-book will be published which will gather the scientific contributions of the panelists. Then, the sensitization of economic and political actors on the consideration of African expertise in the management of issues related to natural resources.
