Senegal: The government adopts several decrees in the gas sector

Le gouvernement a annoncé mercredi avoir adopté plusieurs textes législatifs et règlementaires dans le secteur gazier en vue de la prochaine production du gaz de GTA au large des côtes Sénégalo-Mauritanienne avec l’opérateur Bp.

Ces décrets ont pour objets, l’application de la Loi du 7 février 2020 portant Code gazier. Il s’agit de trois projet de décrets :

• The draft decree fixing the conditions and modalities of exercise of the activities of the intermediate and downstream segments of the gas sector

Selon l’article 2 du Code Gazier, il régit les activités, sur le territoire national, des segments intermédiaires et aval du secteur gazier qui comprennent :

• the aggregation, processing, storage, import, export, re-export and supply of natural gas in gaseous or liquid form;
• transmission and distribution of natural gas through pipelines ;
• transport and distribution of liquefied natural gas ;
• the transport and distribution of compressed natural gas.

The activities of importing, refining, storing, transporting and distributing hydrocarbons remain governed by the regulations in force in this area.

• The draft decree setting out the conditions for connection to the gas system and the conditions for third party access to transformation, transport and storage infrastructures;

• The draft decree fixing the modalities of determination, revision and monitoring of the implementation of the tariffs for the use of gas infrastructures and the transfer price of natural gas from local production;
